Minutes

Taft College Faculty Association

Minutes of October 23, 2013

Call to Order

President Diane Jones called the meeting to order at 12:12 pm.

Approval of Minutes

Minutes of the September 25 meeting were approved as presented.

Treasurer’s Report

Treasurer Ruby Payne reported that the balance in the association account is $11583.54 before today’s lunch. We recently received this year’s first dues payment.

Taft College Faculty Collective Bargaining Committee (TCFCBC) Update

2013-2014 Compensation

President Diane Jones reported that TCFCBC has not met yet this month. Last week’s normally scheduled meeting was postponed due to the petroleum summit. She also reminded the association that we previously ratified the consensus reached in the August TCFCBC meeting on a 2% (1.57% COLA plus 0.43%) across the board salary increase retroactive to July 1, 2013. This was approved by the Board of Trustees in its October meeting. Your end of October pay should reflect the current month raise. Any pay retroactive to 7-1-13 should be included in your end of November pay. Diane distributed copies of the current salary schedule.

Adjunct/Overload Compensation

President Diane Jones reminded the association that we previously ratified the consensus reached in the August TCFCBC meeting raising step 3 of adjunct/overload salary schedule to $64.35/hr. retroactive to July 1, 2013. This was approved by the Board of Trustees in its October meeting.   Diane also encouraged members to do their own calculations to verify retroactive pay.

Voluntary Severance Package

President Diane Jones reported consensus was reached in a previous TCFCBC meeting on a voluntary severance package. The package requires retirement into STRS, and includes a $15,000 per year for two years cash payout. There was an understanding in TCFCBC that offering a voluntary severance package is not an every year thing. Diane and Superintendent/President Dena Maloney discussed this issue in closed session with the Board of Trustees. It is expected to be on the November agenda for Board approval. Diane will report back after the November Board of Trustees meeting and will provide any notification deadlines at that time.

Enrollment Limits

President Diane Jones reported that the subcommittee brought draft language on this issue to the September TCFCBC meeting. The administration expressed concerns that only faculty would be able to overenroll a course. They cited the example of students registering for fall classes in the summer, and their payments being credited to summer instead of fall. Students were subsequently dropped from the fall course due to non-payment. Draft language has been modified and this is an agenda item for the next TCFCBC meeting

Contract Highlight – 5.5 & 5.5.1

President Diane Jones led a discussion on these sections of the contract pertaining to bereavement leave.

Clarification of Contract Section – 5.4.3

President Diane Jones reported that she investigated current and past practice regarding the contractual personal necessity leave (PNL) day. PNL is an all or none day. If you use it for one hour or the entire day, it counts as your PNL day for the year. Diane also encouraged members to submit their own absence reports. The form can be downloaded from the website.

Other

Overload Sick Leave

President Diane Jones reminded the association that accrual of overload sick leave is based on teaching hours. This was directly translated from adjunct accrual of sick leave. Adjuncts do not earn sick leave for any work done outside of teaching hours. When it comes to non-teaching duties in overload, it becomes difficult to calculate and track possible sick leave hours. Diane doesn’t think that the association should pursue this matter. It has the potential of opening up a huge can of worms, which may have adverse effects on the professional manner in which we are currently treated.

Salary Unit Report

President Diane Jones reported on this ongoing issue. The latest information is that faculty should have their salary unit reports listing current placement on the salary schedule, and units earned, by the end of October. If you don’t receive your report by then, contact Diane.

Adjournment

The meeting was adjourned at 12:39 pm.
